Abstract
This research note reports on an exploratory case study to identify hypotheses concerning when and how police unions use the judicial system to influence the development and implementation of police department policy. The focus of the case study is on identifying conditions that facilitate police union recourse to the courts rather than to administrative or legislative channels to influence departmental policy and the effect of police union use of the courts.
